Direct
Purchase
State agencies that have Percent for Art allocations of less than $15,000
participate in the Direct Purchase process to acquire artwork by Wisconsin
artists that already exists rather than commissioning new work. Participating
agencies are surveyed about their artwork preferences and a general prospectus
is created and posted on the Arts Board’s website. Interested artists submit
slides of artwork available for sale, which are pre-screened for quality
and appropriateness by an advisory committee composed of arts professionals
and representatives of state building users. A slide viewing meeting is then
held, to which representatives from all of the participating agencies are
invited. At this meeting, agency representatives select artwork for their
respective sites. For each selection, a contract for purchase is drawn up
between the artist, the purchasing agency, and the Wisconsin Arts Board. The artist
then delivers the artwork to the site, and the agency installs it.
